Policy Plan for the Support Foundation St. Andrew's Biblical Theological Institute

Period: 2014 -2016.

1.      The Foundation is established to support St. Andrew's Biblical Theological Institute in Moscow, Russia. Part of the support will be the moral support by exchange of information, pointing at interesting persons and books, making clear to interested people that promising activities take place regarding the further education of people regarding the biblical and theological aspects of life. In addition to this the Foundation plans to raise and collect money (and may be other financial instruments including investments and property), given to support and develop activities of St. Andrew's in education, publishing, research, organising conferences and other relevant programmes and projects.

2.      The Foundation will involve other interested individuals and organisations to further support and expand vital presence and influence of St. Andrew's in fields of inter confessional and inter religious dialogue, church and society, Christianity and contemporary culture, biblical studies, science and religion dialogue, religious education etc. In this field the Foundation especially supports the exchange about the approach and work of St. Andrew’s in European countries, where interest is shown in the work of St. Andrew’s.

3.      The Foundation and St. Andrew's will inform individuals, church agencies and other organisations in Europe about its aims and activities and encourage them to make donations and provide support for St. Andrew's. The Foundation will place regular updates about the work of both St. Andrew’s as well as the Foundation on the web-site. In any case the Foundation will give a link to the website of St. Andrew’s where main activities are mentioned.

4.      If benefactors give money for a specific purpose or a project – which is accepted by both the Foundation as well as St. Andrew’s itself – then St. Andrew's will guarantee that the money will be used only for this purpose/project. The Foundation will enable St. Andrew’s to inform the donors about these specific activities. This mainly will be done in written.

5.      Raised funds which are not immediately needed by St. Andrew's will be kept on saving accounts of the Foundation and/or invested in order to ensure an interest rate without placing the capital at risk.

6.      The money collected from individuals and organisations will be distributed to St. Andrew's or to organisations which cooperate with St. Andrew’s and organise, as an aspect of this cooperation, common activities and programmes. Money can be transferred in cash or by bank transfers via the rector or other individuals/organisations who will provide safe transfer of money to St. Andrew's or to partners of St. Andrew’s in Europe. In all cases signed confirmations and receipts will be provided by the recipient of the money. The Foundation will develop clear policy-lines regarding the procedures to make international payments on behalf of St. Andrew’s.

7.      The Foundation will actively approach interested people and organisations by providing an opportunity to learn about St. Andrew’s through a website. For more in-depth information the website of St. Andrew’s itself will be the main source.

8.      The Foundation will follow all legal requirements and conditions, which are valid for the foundation in order to keep the status as General Welfare Institute (GWI, in Dutch referred to as ANBI = Algemeen Nuts Beogende Instelling). This includes conditions like publication of plans and reports on a website, giving information about payment of Board-members (none – costs, made to do the work can be reimbursed), composition of the Board, etc..
